devel 3.0.0/_1 Error loading rules.debug

After I updated to 3.0.0 and now 3.0.0_1, I keep getting

"There were error(s) loading the rules: /tmp/rules.degub:41: cannot define table pfB_DNSBLIP_v4: Cannot allocate memory - The line in question reads [41]: table ,pfB_DNSBLIP_v4> persist file /var/db/aliastables/pfB_DNSBLIP_v4.txt"

The file does exist and once the system is up, a check of DNSBLIP_v4 shows IPs.

I did a search and found that maybe I need to increase the table size in advanced settings, but it was an older post and not sure if it is still correct nor could I find any table size param in advanced settings.

My memory usage is only at 50% so not sure it is running out of memory.

I am still learning so any help would be appreciated.
