"WebCfg - System: User Password Manager" and "User - Config: Deny Config Write"

Users with the permission to see password manager are unable to change their passwords if "User - Config: Deny Config Write" also set.

If I remove it - password change works, but users are now able to change parameters on OpenVPN Client Export Utility.

Can I have a read-only user group being able to change their passwords - no other changes are allowed.

What you have observed is expected behavior, and there isn't a way around that.
