Blacklist and squid problem

Good morning .. I would like to know if the following also happens to you ..
after installing squid and configuring the access lists using the black list and blocking all social networks .. I try to create a target categories to only give twitter access to my users putting it first in the order of priority but it does not allow me to enter to the site .. however if on the black list I allow access if you access ... someone can help me ... thanks in advance
