DNSBL Not Updating Virtual IP

Hello,
I am having a issue. When I do a DNS lookup for a blocked website that is in a DNSBL group I am getting:
nslookup monayan.com
Server: 192.168.86.1
Address: 192.168.86.1#53** server can't find monayan.com: REFUSED
All the domains when looking them up return a REFUSED. I am expecting them to return a 10.10.10.1 (the virtual IP that was set). I have tried many different settings to try to make this work. Does anyone have any idea what would cause this? Thanks in advance!

Figured out the issue. Google Wifi was causing this behavior. The only way I found out was hard wiring in. So Google wifi is doing something with the DNS requests as they come in.... why they do that...who knows.
I was planning on removing Google Wifi soon. This is yet another reason to get rid of it.
