Subnet 45.82.228.0 blocked as bogon

Two days ago I set up a new PFSense 2.5 64bit. I applied check "Block bogon networks" on my WAN interface.
Some minutes ago I discovered a connection blocked by that "implied" rule comining from a public IP belonging to network 45.82.228.0/23 ! That subnet has been assigned to an italian ISP in 2019. It's really so unusual PFSense have that subnet inside its own "bogon subnets" list.
Of course unchecking control about bogon networks allows that connection to pass and to connect the web server behing the firewall.
