Squid upload blocking with multiple subnets

Hi, I am using squid with HTTPS filtering and upload blocking successfully for the past 1 year.

I different subnet users started using a proxy, but the upload restriction is being applied to that new subnet as well, I don't want to limit their upload traffic, how can I exclude that new subnet from upload traffic restriction.
