Whitelist to download

I've looked all over for a whitelist to download to start off, with content filtering but haven't had any luck finding one. Does anyone know if a generic whitelist exists?
I find it hard to believe that every single user has to manually enter, probably, the same addresses.

@eb-0 It depends on what you are trying to block. There are lots of lists. The pfBlocker package contains many blocklists. The Squid package makes reference to the Shallalist.
