Just a note for others out there. I attempted to upgrade a GEN2 2.4.5 -> 2.5.2 which appeared to initially upgrade but got caught in a bootloop.

      1. created second GEN1 VM with identical NIC and MAC
      2. exported backup from pfsense without RRD but with all my package info
      3. created small VHD with backup XML exported in 2 (as per https://docs.netgate.com/pfsense/en/latest/backup/restore-during-install.html )
      4. installed PFSENSE 2.5.2 on new VM with VHD attached as above
      5. after first boot I needed to cancel the package update after 30 mins as the logs didnt advance and I had my internet back already.
      6. ACME hadnt installed (I dont use acme so I installed then removed). Snort and PFblocker both worked.
      7. no further configuration was needed. Ive cold storaged the 2.4.5 VM
      8. remove the VHD with config file so that it wont be reapplied on reboot (losing future changes)

hope that helps anyone, it was painless for us.
