Like NICE in mikrotik

In my country there are two kind of Internet Services. They are IIX (for local - the server of the website is in the country) and International.

In MIKROTIK, there are something called "nice", to separate the traffic by entering website address then decide where WAN will be used.

Can I do same thing with pfsense?
