GeoIP Rules - Kill state exceptions

Hi,

I have pfblockerng working except for GeoIP rules initiating kill states for whitelisted IPs that are higher in the rule chain (see below)

For example, Asia GeoIP kills states for certain whitelisted IPs when doing a cron job but the IP is above it in the whitelist.

I've tried disabling kill states for specific rules/whitelists but it does not seem to work. How do I add a kill state exception for GeoIP lists?
