        Reinstalled successfully today, guessing it was download problem

          It appeared to have been stalled attempting to download the snortrules-snapshot-29190.tar.gz file. It can take a bit to download that file if the site is busy. The Snort team hosts their files on AWS infrastructure, so the Snort rules download URL actually gets redirected to an AWS server someplace in the world depending on where the individual requesting machine is located.
