PfBlockerNG not working in OPT1 Interface with public IP

I have pfsense with 3 port, WAN connected with ISP router with /30 subnet, LAN with Private address 192.168.1.1, and OPT 1 port with /29 subnet the pfBlockerNG work fine with LAN port but not working in OPT 1 with public ip address
