When users connect to institutional services they get this error: "PR_END_OF_FILE_ERROR".
In the Log, however, I cannot find the cause.

      What are "institutional services"?

PR_END_OF_FILE_ERROR seems to be something Firefox may spit out when it can't make a secure connection. That may or may not even be related to the firewall. Seems more like a problem with the server or maybe a proxy if you have something in between. That, or if you have pfBlocker or similar and it's redirecting the connection.

First step would be to disable any packages you have running to see if it makes a difference.
