SMB slow uploading, fast downloading between LAN and Guest Networks

I have a LAN (192.168.1.x) and Guest (192.168.2.x) network (no internet involved) all connected with 1GB ethernet. I have a Open Media Vault (OMV) server in the LAN network that I granted access from the Guest network to SMB via a firewall rule. The SMB rule seems to be working fine as users from the Guest network can download and upload. The problem is the guest network can download at full speed from the OMV server, but uploads from the Guest network to the OMV server are about 1/10th the download speed.
If I move the OMV server to the Guest network, they can download and upload at full speed. So the issue is the firewall. There is no traffic shaping, no queues. All clients are Windows 10 and appear to be using SMBv3.I've been racking my brain for days trying to figure out why only uploads are slow. Any ideas?

I did a packet capture on the interface going to the Guest Network. I get vast amounts of hits with the following in my capture:
SMB-over-TCP packet:(raw data or continuation?)
Is that normal or is that indicative of a some time of issue?

Turns out the issue was the client in the guest network. I plugged my laptop into the LAN cable that the guest was using and it was fast. Turns out the guest user had Hyper-V, VMWare workstation and Virtualbox all running at the same time plus a VPN client. After some software removal, the transfer speed between the Guest and the OMV server is fast as expected.
