Unable to form Wireguard tunnel over IPv4.. IPv6 only.

I'm able to configure iPhones etc to use my IPv6 address for tunnel Endpoint, but not IPv4.

I see the IPv4 packets arrive on the internet interface, but no response from pfSense.
I see the pass in the filter.log

Unable to figure out why the wireguard service won't respond to IPv4 UDP packets.. but will IPv6.
