Suppose you have a subnet which is not allowed to go out to the internet except to get ports from ftp.freebsd.org. The latter url points to different ip-s in different moments of time.
In ipfw rules you can simply allow the url as destination and you are done.
Why can't pfsense rules be formulated based on url references?
Or it's me who does not know how to use it.

Because pfSense uses pf and not ipfw. (except the CP and shedules).

We do what we must, because we can.
