Pfsense and active direcotry limit the bandwidth and weekly traffic of users

Imy company we are trying to use active directory to allow our users to access to the internet and also limit the amount of download and upload that each user is allowed.
I wonder is Pf-sense firewall capable of such thing (we are running pf-sense on ESXI)?
