pfBlockerNG-devel version 3 not sync in HA

2 new netgate XG-1537 are configured in HA mode. Everything is replicating between the primary & backup firewall include DHCP and Suricata. I installed pfBlockerNG Version-devel 3.1.0_7 on both of them, but the replication of pfBlockerNG is not working.

I tried the following

1. in the sync tab I select sync to the configured system
   on the primary I manually forced replication
   on the backup pfBlockerNG i force reload all
2. Sync to host defined below
   on the primary I manually forced replication
   on the backup pfBlockerNG i force reload all

Any suggestions please
