OepnVPN no work after reboot , TLS not function

It runs the packages update and also cleanup all old vpn server setup it still fail ; the "Status " ..."OpenVPN " still show Unable to contact daemon and Service not running?

tried
1 restore another HA firewall config into specific VPN parts by XML files not work
2 copy full new PHP files from another HA firewall it not work
3 run package manager and setup again OpenVPN server
it still no see any " Data Encryption Algorithms " items

it keeps pop up the TLS handshake is error .

Is this a single instance or the HA? This is the normal behavior on a HA backup system.
So I assume, this is a single or the master.

Some hints to find in logs?

@viragomann It is design as one hot on cloud standby and between two firewall they are using another set IP address ....
