Flapping caused by rc.gateway_alarm & check_reload_status

Background:
pfSense 2.6 Openvpn client connected to PIA gets rc.gateway_alarm at regular intervals results in delays to run check_reload_status.

Proposed Solution:
Noticed that the openvpn client connection is stable when a trickle upload is running. This is reproducible.

Implementation:
Currently running a seed box for to generate steady upload traffic. Interested in better keepalive methods for openvpn client that will generate trickle upload traffic.
