      How can I configure HAproxy as reverse proxy to bypass ISP's CG-NAT to gain access to my VPN server? I also have the ProtonVPN account if is for some help.

        There is no access from the internet to your router possible if it's behind CG-NAT. So no idea how HAproxy should help here.
