Ipv6 Track interface and dot1q trunk wonkiness

I think there is a bug here but I am not smart enough to figure out what the issue/cause is but it can be pretty irritating. This issue has been around for some time and maybe is working as intended but I do not think so. Here is the situation, I have a lan interface that I want to trunk on, actually I want a untagged interface and then some vlans that are tagged, straight forward. This works out of the box as expected, but in my configuration at some point I had configured v6 on the interface with the track interface option. Currently v6 is not really working for me since I changed providers but what I see is if I have a trunk interface that I also have v6 track interface the port will work on initial boot but if I unplug the lan interface rj45 and re-insert the interface cycles and never come up, basically it just continually resets over and over until you reboot. If I remove the v6 track interface then all is well and I can unplug and plug at will, add the track interface and same issues until you reboot, wash and repeat. I have seen this issue over several versions and it exists with several nic adapters, I thought it was the network adapter but now I think something else is going on. I have tried multiple flavors of intel nics, em0, igb, and now igc drivers and they all exhibit the same issue when v6 track interface is set.
I would be open to submitting a bug report unless someone can tell me this is as expected or maybe unique to my v6 configuration but I don't think it is, let me know what folks think, thanks.

Looks like its more complicated, something in my configuration is causing other issues. I have another unit to test with but if I change the lan interface to get its address from dhcp then it exhibits the same issue, interface goes off and online over and over and never stops unless I reboot. Reboot and all id fine unless I unplug and then the issue repeats. So something is going on with that interface, if I change it back to static then all is well, so I know track interface causes issues even with a static IP, never comes back unless I reboot and if you unplug it never comes back online. I get the same results when I remove the track interface and select DHCP to configure the interface.
I do know that in a default configuration I do not see the issue so it's something else going on with my configuration but not sure where or how to look, anyone have any suggestions let me know, thanks.
