seams that this occure from time to time, you can read about it here:
Community Rules -
Something definitely changed in the last few days. If you’re paid or registered subscriber, you don’t need to download the community rules as they are already included with the subscriber rules.
Update: It looks like Snort removed the community ruleset for v2.9.. #Shocker
