I have the TP link Easy Smart Switch TL-SG108E. Can this be the managed switch for vlans from my pfsense system? If so, is that where an ip address is given for the vlan?

@kastaway312 Yes it can be used for vlans.

Its not a layer 3 switch, so ip addresses are managed by pfsense, or any other Layer3 capable device.

While that switch is not layer3, it does seem to support VLAN tagging. This means that you can use VLANs with this switch. However the VLAN management (rules, routing, etc) will be handled on the firewall.
