MAC Address Based Penalty Box?

I would love the ability to be able to send captive portal users to a "penalty box" where I can display a different splash page, explaining why they're in the penalty box, and what they can do to get out of the penalty box (i.e. stop being a filthy bandwidth whore). Additionally, it would be nice to have the ability to put everyone in the penalty box on a separate throttle. The latter is just a "would be nice" thing to have, but being able to send MAC addresses into the penalty box would be a great tool to have. Is there any way of fashioning such functionality with the existing CP offerings, or should I post this is the "bounty" section?

You can tie a MAC address to a specific IP address and then put the IP address in a penalty box with separate bandwidth parameters, I do it all the time.
