firewall rules unable to reorder on a touchscreen

I recently found the need to use a mobile device to create a new rule and drag it to reorder on a touchscreen. If it is possible, I have no idea.

It would be nice to have up and down arrow buttons beside each rule so it's touchscreen friendly to move a firewall rule up and down the list to rearrange their order.

@jawz101 Select the rule you want to move (meaning make sure the checkmark is checked), then click the anchor icon of the rule you want the selected one above.

@Jarhead it works, but that's not intuitive at all
