Firewall Rules States Details

I've looked through the documentation but haven't come across anything that provides an explanation for what I'm looking for. When hovering over the states field for a firewall rule a "States Details" box appears. In general I've tried to find in the documentation where it explains each of these fields in the box that appears but I've not found anything. Specifically, I'm trying to understand the evaluations fields, but really I'm looking for an explanation for all of them. Any help?
