OpenVPN doesn't start Multi WAN IPs

Howdy folks,
recently upgraded to 5 Static IPs with Britist Telecoms since upgrading and adding the new IPs as VIPs OpenVPN no longer starts I have to force OpenVPN to start once after the Firewall has booted up, I have noticed that with BT they assign a Dynamic IP with the Static IPs. Just out of interest i am wondering if there is a solution ?

It seems that the WAN with the Static IP doesn't come up in-time for the OpenVPN Service which is the problem.

you can bind the OpenVPN server to localhost and work with port forwarding. -

Setting OpenVPN to LocalHost doesn't work externally even with you set up a Port Forward for 1194.
Issue I am having is I have to manually start OpenVPN when it's set to one of the VIPs of the WAN which has multiple IP Addresses. i.e when the firewall is restarted or powered down the OpenVPN Service doesn't automatically start when the VIP is set.
Is there a way to fix this ? because this is a issue, if i am away the the firewall and servers needs to be shutdown by the UPS's there is no way I can remote into the Network to power on all VMs

How did you configure the WAN IPs?I cannot think of any reason, why a OpenVPN server should not work on localhost with port 1194 forwarded from the WAN IP.
Still waiting on the logs to see, what's the server complaining.
