openvpn ping for a few seconds and stop

I'm configuring Open VPN for the first time. I'm testing it on two Windows Server 2019 servers in different locations, and on my computer in another location as well.
I did the first configuration on the server, and it doesn't give any errors, but the ping 10.10.0.1 only works sporadically. Most of the time I get a timeout message.
I did another configuration on the other server and the same problem, it pings a few times and then stops pinging.
I've tried disabling the firewall, creating a DMZ, changing the MTU, I've tried connecting a PC from Server 2's network to Server 1, I've tried connecting my PC to both servers, and the ping works sporadically in all situations. It doesn't give any errors, it just doesn't ping.
