Does setting country code affect transmit power?

Can anyone tell me if setting the country code in the ath driver has any effect on the maximum transmit power?

I purchased an EMP 8602+S (600mW) card for use in my alix 6b2 pfsense box and it doesn't seem to be putting out as much power as I would expect.

Normally these cards just fake the power output reported to the driver.
Like if you set it to use 20db it would use 20 + XX in order to be compatible with normal equipment.
So when you set it to 20 it would really output 26 or somthing like that.
Ask you mfg. how much they double the selected power.
