OpenVPN listening on all interfaces after 24.11 update

I have OpenVPN configured to use port 443 on my WAN interface and after the 24.11 update OpenVPN is now listening on all the interfaces on the firewall blocking access to the Web Console.

I've tried recreating the OpenVPN servers and it does bind to the WAN interface only until a reboot occurs and upon restart is listening on all interfaces.

I have to kill the OpenVPN process at the shell and restart the GUI to regain access to the Web Console.
