OpenVPN PacketLoss

I am not sure if this should be in the OpenVPN topic or the official hardware topic but I have a Netgate 3100 appliance and it is inconsistent but high bandwidth (or sometimes just randomly) I am getting high packetloss. It will start at around 5% and then progressively go to 100% even if I terminate all connections from devices on the network. This can be from downloading OS updates, YouTube at greater than 360p, or too many devices accessing the internet at one time. At this point I will need to either restart the OpenVPN service, disable and re-enable the OpenVPN gateway, completely restart pfSense, reset the cable modem connection by recycling the power on it; or some combination of those steps (sometimes restarting OpenVPN alone fixes it, other times I need to do the others). If the gateway says 100% packetloss, the OpenVPN status will usually say "Waiting for response from peer" or sometimes says "Could not determine IPv4/IPv6 protocol". I am currently using version 24.11 on the 3100. I have completely reinstalled pfSense from USB, installed a new SSD, manually set up the configuration instead of using a backup and the issue persists. Accessing the LAN does not seem to be affected and disabling OpenVPN and just using the IPV4 gateway does not seem to bring on this issue. Has anyone else run into this or am I somehow not smart enough to make this work correctly? Please let me know if these is any other information you may need to help diagnose this.
