      This happened today when I disabled some floating rules and applied.

      There were error(s) loading the rules: /tmp/rules.debug:369: could not parse host specification - The line in question reads [369]: pass out route-to ( pppoe0 fe80::669e:f3ff:fe94:dd00%pppoe0 ) inet6 from 2001:XXXX:d250:99ff:fec1:YYY to !2001:XXXX:d250:99ff:fec1:YYY/56 ridentifier 1000006862 keep state allow-opts label "descr=let out anything from firewall host itself"

        The line itself looks fine to me. I've changed the error to include more info that might help point towards the cause. You can apply the patch using commit f8940f56d443d89267dfc4d361fcae0ef0ddab6a in the meantime and try to reproduce it.
