A pfsense user who can only create captive portal users

From what I can tell in 1.2.3 this can't be done.
I want it so a person can login to pfsense but all they can do is create captive portal users that will expire after 24 hours (or even 12 hours).
Essentially when people come to our company on site visits we want to be able to let them log onto our firewalled to the wazoo wireless network but we need to create temporary logins without people having to ask me to do it every day. I'm the only IT guy at the company and frankly I don't trust the non-IT people to login to pfsense without screwing something up.
Is this a planned feature for 2.0 at all?

In 2.0 you can create a roll of vouchers that can be handed out for temporary login capabilities, no need for making and deleting users like that.
You may be able to use the per-page permissions in 2.0 to do this, but I haven't tried this scenario.
Alternately, have it auth against a RADIUS server and there are some GUIs out there for managing users in FreeRADIUS.

I had a mess around with 2.0 in a vm but the captive portal stuff seems to be broken, don't suppose you know when they intend to release a stable version?

It is usually stable, but from time to time there are localized issues as changes are made and other things are addressed.
Hoping for a release by the end of the year but the real answer is always "when it's ready".
