CPU usage always 0%

Hello..
Tried to find the solution or source of the problem - no luck.

I used to have an older version of embedded PFsense - the Cpu usage worked OK. After upgrade to 1.2.3 nanobsd there is always 0% CPU usage :(
Platform: typical PC (P3) with CF card instead of HDD.

What is wrong?

If you connect to the console or ssh, and watch the output of

top -SH

Does that show the proper CPU usage?

I got something like this. Started heavy downloading, but the Web shows still 0 % CPU usage
