Firewall Rule not in GUI or in Config.xml

 I am having significant logging on a rule that I cant seem to locate.  I looked for it in config.xml file and did not see the rule.  I find that particular rule in /tmp/rules.debug.
Any other file that this rule could be in?  I have attached copy of the message.
