any body can create a JAP anonymity & privacy package to install on pfsence, it is need to bypass the local isp's proxy so clients can open some blocked sites. it is already available for linux

Do you really need Jap or could it be any kind of an ononymizing service? I am asking cause JAP requires Java and Tor not.

okay I'll consider creating a Tor package. If I'll accept the tender, would you be willing to pay USD $125,00 (i.e. 50%) offhand? Beside that I would like to encourage anyone interested in a Tor package to contribut to this bounty (I know such interest exists from past posts to the pfSense forum).

That's not the way the process is supposed to work. You have to create a detailed spec which describes the functionalities that you expect from a Tor package. Additionally you'll give other's some time (a week) to donate money to the bounty.
Finally if the spec is finished and there are no more people wanting to donate money to this bounty, each one who wants to donate, pays 50% of the amount she wants to donate offhand via paypal. If the package is finished, anyone pays the remaining 50%.

First of all he should do the spec anyway. I am not willing to work on a bounty without knowing the exact requirements.
