Voucher codes reappearing

My friend, who uses Captive Portal for controling his children's time on internet, recently found out (or actually the kids did ;) ) that many codes get generated again.
He deletes a voucher after it has expired and then creates another one. He reuses the voucher roll number. The new voucher has codes that are the same as were in the deleted one (eventhough they are of different length in minutes).
Is this behavior intentional? What should he do so the codes are different next time? Change the magic number? The official doc is not of much help in this area.

My understanding, based on minimal experience, is that he should use a different roll number when generating a new set of vouchers. Keep the old vouchers file(s) which has the roll number in the file name so its easy to see what roll numbers have been used.

For extra paranoia, re-generate the public/private key when re-making vouchers. This can be done by clicking "Generate" in the "Generate new key" text under each of those boxes. Clicking either "Generate" link will generate both.
(That will invalidate all of the old vouchers… which is probably what they want) -
OK, thanks for replies. I was thinking about this option - to generate new keys.
I already tried to change the magic number - I ended up with "Services : Captive portal : Vouchers" page all greyed out, "add voucher" icon (plus sign) disappeared, page reload didn't help, so warning to everyone, this is most likely not the way to go in RC1!
