Use Pfsense 2.0RC2
If I open a page with the previously established checkbox Enable all the page elements remain inactive.
Repeated switching checkbox activates elements of the page

Did you translate traffic_shaper_wizard.xml into Russian?
I met this problem before.
I have translate some text between <name>this</name> , that caused the same question on WAN setup page.
