Hello, due to excessive p2p traffic I've had to block everything going out of the LAN except for specific ports, what I need to know is if pfsense allows some sort of vpn passthrough when initiated from the LAN or will I have to setup a rule for each type of VPN service I want to allow out?

You'll have to manually add rules for whatever traffic you want to allow out. The only exception might be if they are connecting their VPN client to the pfSense IP on their subnet. The anti-lockout or automatic rules for IPsec would allow connecting to the firewall's IP where an VPN will terminate. It doesn't automatically allow passing through though.
