Per User Bandwidth using Radius - is scaled 1000

It seems that ermal's change to /etc/inc/captiveportal.inc (as a response to the issue raised in http://forum.pfsense.org/index.php/topic,35988.0.html), has introduced a problem with 'Radius Manager'. Radius Manager reports the rate in Kbps, but ermal's code divides it by 1000, so my 100Kbps -> 0.1 (which appeared to my CPE to be as near as dam to to 0)
I have reverted the change to /etc/inc/captiveportal.inc and now Bandwidth control works perfectly (yay!) I've been banging my head against a wall for about 4 days now, so you can imagine, I am delighted to have identified the problem.

it looks like Ermal is right and Radius Manager gets it wrong. I'll let them know. -
Yes, WISPr attributes are supposed to be specified in bps, we originally incorrectly had it as Kbps early on in 2.0, it's been correct for the RCs and release.
