Restore captive portal users from 1.2.3 to 2.0

Hi sorry if this has already been answered, I can not seem to find it,

I have a 1.2.3 install with over 300 captive portal users and have installed 2.0 fresh I have restored the captive portal backup file from the 1.2.3 and it restored all the settings except I can not see a tab to where the users are in 2.0 (see attached screenshot)

Has this changed to users on the server itself rather than captive portal users

Would I have to manually add the user in the local system users.

Any help would be much appreciated
