TOS Agreements then Authentification via Voucher

Hi guys,
First of all, thank you for pfSense, I've been working with it since last year, and it's still a real pleasure!So, I'm trying to install a Wifi network in my entreprise, and use a captive portal to identify and authorize people.
What I want to do :- At the first connection, the user is redirected to a webpage with some Terms of Service. To accept the terms, he has to enter his name and submit. After that, he'll have a "free" session of 1 hour.
- After 1 hour, he's redirected again to the captive portal where he has to enter a voucher to continue to surf.
Do you know if it's possible, I've been looking around on the forum, and I found this 2 topics.

There is no real way to accomplish this today rather than try with radius and re-authentication.

So it may be easier if I'm using a captive portal like CoovaChilli?
I don't want really want to use Radius. -
It needs development, i am unsure which other products can do this, but you might try even commercial support(portal.pfsense.org) to see what you get.
