After a series of changing some rules, I have observed that there is a previous rule still being active but is already deleted, and also I must reset states inorder to take effect the rules but before this issue it is functioning very well the rules will take effect immediately, can anyone share how to get back into condition my firewall

      That's the way a state-full firewall works.

If you start a ping(or pint -t on windows) to an external host and delete rule, the ping will not fail until you stop it and firewall close session.
