Captive Portal - Multiple Devices

Currently the Captive Portal allows bandwidth managment per MAC address, 1 user = 1 Bandwidth container.

I would like several MAC addresses to be placed in 1 bandwidth container.

Example,
A User has a laptop, cellphone and tablet each device can use the allotted bandwidth across all devices.

Please provide an estimated cost, if you think you can do this?

That would be better to be done through the portal.pfsense.org
It probably would be the same cost as the cost of the subscription there.

if they're statically addressed devices, this is easily done with a limiter via normal firewall rules.
