          i think he means more something like a CP where users have to pay to get online.
          much like the project saidas has/had.

            yes i want users to pay to get online, and to get disconnected when their number of hours, days, or month reach its limit.

              You can do that using captive portal and a radius server in combination with the accounting option.

                      FreeRadius - http://www.freeradius.org/.

                      Ive knocked up a full prepaid system in a matter of days using MySql, Freeradius and a small .Net windows application, combined with a few SOAP web applications.  Of course, you can do it all using the Freeradius and accounting option with just a few tweaks of the Radiusd.conf file.
