I have a windows network with a pfsense firewall with openvpn and a ipsec connection between 2 sites.  The issue I am running into is with the openvpn connection for the owners laptop.  Using the openvpn client connector it connects to the the pfsense gateway and pulls a IP from the range assigned to it.  The local range is different then the assigned range and might be a sub netting issue.  I dont see a set route that would allow communication or where I should set it up

Give us a network map, more specifics about your network and post the server config.

No need to configure a route, only a firewall rule under your Firewall -> Rules OpenVPN tab

Since his is the only one using the Openvpn i started from scratch, though each of the tutorial all failed to allow me to connect to the new openvpn
