How would one go about diagnosing not being able to download items (I believe this is passive FTP from my understanding?) in Firefox and IE?

I've been trying to fix this problem for sometime (the network was not set up by myself), and I believe it might have something to do with some of the following rules?

      This was in Firewall:NAT:Outbound
      WAN    192.168.0.0/24  21  *  *  *  21  NO

We also currently have three servers in our port fowarding tables that have port 21 both in their ext. range and int. range.

I really don't know what the proper term is for this problem, but I'm ready to just reformat the box and start over with the latest version, however I just wanted to know if anyone could point me in the right direction before I go that route.

The version that is currently loaded is 1.2-BETA-1-TESTING-SNAPSHOT-05-02-07.

Thank you for your help.  ;D

This should work on a stock setup. It sounds like you may be hosting ftp servers, which will add to the complexity. Try the standard ftp troubleshooting steps and see if that helps: http://devwiki.pfsense.org/FTPTroubleShooting
