Interface won't connect to devices

Hi all,
So I've had my pfSense set up working seamlessly for a couple years now and I've loved it! BUT…
...I recently moved and when I went to set everything back up I saw there was new versions available. Long story short going from 2.0.1 to 2.0.3 or later 2.1.0 had issues. Eventually I reverted to 2.0.1, then incrementally upgraded (2.0.2, then 2.0.3, and finally 2.1.0). On the upgrade to 2.0.2 the OpenVPN client export package failed to reinstall. Anyway, at least I'm up and running for the most part, BUT...
...I still have a couple issues:
#1 When I restart the pfSense box, I have to do a ifconfig down and ifconfig up on each interface to get them to talk. Limited trials so I'll try more to see. Not a huge concern right now.
#2 I have three PCI NICs installed for a) my LAN wireless AP b) my server network (one device) c) my slingbox network (one device). The connection from pfSense through the (a) NIC works perfectly. The connection from pfSense through the (c) NIC works perfectly. The connection from pfSense through the (b) NIC is not working...
... when I say not working I mean, the server goes through the DHCP process and obtains a DHCP (static mapping) address. The only odd part is that even after it goes through the DISCOVER, OFFER, REQUEST, and ACK, it then sends another DISCOVER and gets the OFFER, then sends another DISCOVER and finishes off the process. BUT, I cannot ping the gateway (pfSense NIC) and I cannot access the internet.
I thought it might be the server box, but I took that out of the equation and hooked up my PC to the NIC instead of the server to the NIC and I had the same issue. I have an ANY rule in place. And all the settings are as they were with the working 2.0.1 minus whatever changes the upgrade path makes.
Any thoughts?
