How to give limited users access to use packages

I have a log admin user.  I installed a package (syslog-ng) and I want to give that user access to utilize that package.
Is there any way to do that?

They are a limited user with specific privileges.

At this time there isn't a way to use the privilege system to limit access to packages effectively.

Is there a way to grant limited admins access to all installed packages, but not the ability to install any themselves?
